Just looked into it a little more. It seems as though it's not 60, but at some point early in the game's lifespan there was definitely an update to the frame rate in Inkopolis.

Was really debating getting the DLC, but since it's just cosmetic out of the gate, I think I'm going to play it as it's meant to and get it in the summer.

There was absolutely an update that fixed the frame-rate in inkopolis. I remember it clearly because pre-patch it was a stuttering mess. It's much smoother now.
There was but I'm pretty sure it's not 60. Going from inkopolis to Octo Valley there's a definite difference in smoothness.

Just played it again today and there was an update/patch, which installed. The game seems to be running a little smoother now, but maybe that's just my imagination.
I see suddenly Dualshockers becoming a favourite source just a couple of days after people were ready to lynch one of them for a supposed upcoming bad review of Zelda.

I figured it may be possible for it to switch rendering resolutions on the fly if it was told it was switched to off-tv mode.I'm not 100% sure on this but I don't think that's how the Wii U works. The images are always rendered at only one resolution and then they are sent to the 480p screen, rather than being rendered specifically for the screen.
It might not be 60 (though I'm almost certain it is), but it is absolutely significantly smoother than it was at launch.
