It's intentionally imitating the choppiness of animation seen in anime. It's somewhat weird with the backgrounds running at 60 FPS, but I don't mind it, it's a stylistic choice.
Is it that? If it is, that makes more sense, since it's kinda weird otherwise..

I've been sucked into the GB P4 Endurance run, its pretty greatMorning, or should I say good afternoon, frienders. How's everyone doing?
Well my only final was philosophy expected it to be tough finished it in 30 minutes and it was extremely easy. Well home for Christmas break now frienders, and I can actually talk and watch videos on the site now because good internets!
