I assume they originally planned for you to visit there at some point but eventually it was scrapped. A self contained area or something. Much like what the Kingdom of the Flies would've been.
Honestly they would've received this information directly from a vendor and then pasted it into their product page or whatever. They don't "interpret" or change that information.
I honestly think it was planned but then cut at some point.

I think it's pretty evident KojiPro ran into a lot of issues during development, probably a combination of over stretching their ambition and goals, difficulties with new technology, and Konami not wanting to extend development further. Resulting in a lot of stuff that was originally planned never getting finished or just outright cut from the game.
Watching that cut content on YouTube really highlights that, along with the various scenes from trailers missing. Eli and Mantis' arc is built up and left completely unresolved. Outright unfinished.

Let's not get ahead of ourselves though, it will be 9/11, pulling a stunt like that takes big balls to even try and pull it off. Although maybe that's what Kojima meant when he said he was talking a taboo and it could make him leave the industry if it went wrong.

The biggest reason I don't believe any substantial 9/11 content, besides it being crazy, is that I don't believe Konami would let him do it. They'd tell Kojima to go fuck himself(which they've already done but yeah)

Exactly, there'd be no way Konami would let him do it. Although it'd be the most audacious marketing stunt in the world if it's true and would probably generate millions in sales just because people would want to see what the DLC is.

I enjoyed my time with this game thus far. I definitely understand the critical appeal. I just completed chapter 1 and I think I'm going to put it down for a bit to start on mad max. I've spoiled myself for the "true" ending and am fine with it. Here's hoping we get some more content soon. Regardless, I'm looking forward to picking at what's left on my metal gear plate.

"You're not playing as the real Big Boss" was literally one of the earliest, most prominent theories regarding the game dating back to the very first revelation that The Phantom Pain and Ground Zeroes were linked. The writing was on the wall from the start.
