I've actually not encountered a special enemy yet. I'm only like 3-4 hours into the game though and have spent a... significant amount of time working on my settlement(s)

I'm playing on Survival (which is brutal btw), and I've only encountered one Legendary so far in ~7 hours of play. Got a chest piece that reflects 10% melee damage. Meh. However, he was holding onto a weapon that I probably should have not gotten my hands on for several more hours...

They drop off of Legendary enemies which spawn more often the higher your difficulty level. They don't fuck around and I've encountered two in the same room.

Getting frustrated with the jank.

Quicksave in a town because I saw a bunch of food I could loot that weren't marked as stealing. Load up.

See a house, it's unlocked. Open the door and my character exclaims "that's a serious lock, I need to find a key" which is silly in a variety of ways given I waltzed right in.

I get in there, make sure nobody's inside, close the doors, and steal some quest items and the entire town aggros on me because I stole, despite that nobody should be able to tell I did.

I then reloaded. All that food is gone for some reason. And that house IS locked with a serious lock.....except it has a unlocked side door. And guess what, he says the same thing upon opening that door.

And they again aggro through the building.

The game is somehow much faster than the previous games, enforcing "traditional gunplay" more than I like to. VATS also has a noticeable "delay" before you actually shoot, so I often still get hit before my character shoots. That's the reason why sniper rifles kinda suck - at least the first one you stumble upon. Even the 2-shot shot gun works SO much better, I would use that exclusively if I hadn't run out of ammo for it.
