Most comfortable way is to download the stuff you want via PC and copy it to the TV (or just read it from the USB).
And yeah, there's a plethora of emulators available for Android TV. Not all of them will run great on the TV due to processing power etc but I imagine stuff like SNES will run perfectly fine (have only used emulators on my Shield TV, it ran MHP3rd HD better than the PS3 lol)
On the Nvidia shield you can install chrome from Google Play on the web then u just open chrome with a sideload launcher Android TV app.
Guessing something similar can be done with the Sony. Your only issue is input. The shield's analogue stick is a mouse when using chrome to find Roms.
I also side load apks this way. Crazy how easy it is to open chrome on Android TV and Google any apk you want.
