He does not decide anything, it is up to the publishers. Of course Spencer is going to visit the biggest ones as they are the most important to have the games on Xbox. I expected this. The vast majority of GAF users are Sony fans, but not all of them are fanboys. So some of them respect what Spencer did for the gamers. I doubt we would have crossplay or BC on PS5 without him and maybe we all get free online gaming (again) thanks to him (fingers crossed).This poll has the most evenly mixed votes i've ever seen on GAF so far. He made playstation successful in Europe and supported all European studios, but, he seems more of a business guy than former presidents. I don't trust him but let's see.
