the Strait is over 100 miles long and at times 60 miles wide. There are not enough air craft in the world to monitor that much space 24/7 with 100% coverage to catch and stop deployments by very small boats. The Saudis built this pipeline decades ago in the event an emergency occurred and the Strait of Hormuz was blocked. It has never been run at full capacity before but it will soon be ramped up to deliver a significant amount of oil that used to pass through the Strait
