There is no NVIDIA equivalent to the 7850. Maybe the 560 Ti 448 core, but that draws more power and therefore runs hotter. It's still an insignificant upgrade.
AMD basically has a stranglehold on the $300 and under market right now. The 660Ti and 660 aren't great picks for looking ahead 2 years due to limited VRAM and memory bandwidth.
Even 2 GB is too little? Wow.
What about memory bandwidth?
Benches don't tell the whole story.
660Ti has been able to take advantage of months of Kepler driver iteration which means better performance. The 7950 scores you see are mostly on outdated drivers on or near release.
In addition to that, the 7950 has more memory bandwidth which means better performance when more memory is being used. The 660Ti for all intents and purposes, is more like 1.6GB VRAM than 2GB. With this in mind, the 3GB for the 7950 gives you a lot more overhead and better prepares you for a 2ish year upgrade path.
Beyond all this, the 7950 is very conservatively clocked. It's pretty easy to get an extra 10-15% in performance without any noticeable effect on temperatures or noise. The 660Ti is pushed pretty heavily to the limits, and you're going to need to score big on chip lottery to squeeze much out of it. Most of Kepler is like this.
The only reason to go with a 660Ti is because of fear of 'lol ATi drivers!', which is a silly reason that is totally outdated.

Have you looked at the fanless Streacoms (FC5 and FC8)? They're a little expensive and require an external PSU, but you can put any CPU which has a TDP of less than 65W (Laptop CPUs have TDPs from 17 in ultrabooks to 45 in big laptops) with the fanless cooler integrated into the chassis. With one or two SSDs they would make no noise what so ever.

That processor is surprisingly still very capable. I was running the same one but clocked to 3.0 until my motherboard decided to die on me yesterday.
DVI-I (I think, maybe DVI-D) is literally the same thing as HDMI. I know for SURE that will work if you get an adapter. DP probably will. RTFM to figure out which DVI out is the one that carries video and audio.I read that Display Port can carry video and audio just like a HDMI cable so if I buy a Display port to HDMI adapter and connect my, pc to my receiver as input and use another HDMI cable to connect my receiver to my t.v. as output will I be able to get video and 7.1 surround sound that way?

The digital (and electrical) format that DVI uses is shared with HDMI (called TMDS), what that allows you to do is to send an HDMI spec signal over a DVI-I or D plug and cable (including audio, due to the fact it is sent on the same wires as the video).
DP does not use TMDS, but the specs for it support something called Dual-mode.
An DP port that supports it can switch to using it's pins to send a a HDMI/DVI compatible signal that is then converted via a passive adapter into the a HDMI or DVI cable.

Any weird incompatibilities or massive drops in performance when compared to 7? And is it alright to just do an upgrade over a total reinstall?

Just wanted to say thanks to everyone in this thread! My rig is up and running beautifully. Updated the BIOS and noticed my RAM was running at 1333 instead of 1600, so I went ahead and corrected that.
I can't get over how fast this thing boots. Thirty seconds? Are you kidding me???

Also I think your Heatsink Fan orientation is not the suggested way, it is better to have it as push rather than pull. I mean pushing air through the HS from the other side if I'm not clear enough.
Okay okay, last one. Had to store it in a safe place. What better way to protect it than by putting it in my computer?
