I've had a Brazilian wax done before that worked out quite well. Lasted fairly long and no in-grown problems, but it was, uh, an experience. After they waxed and ripped out most of the hair, then an industrious and well-muscled lady proceeded to pluck out any missed spots with a pair of tweezers. She was brutal.

But, it came out fine in the end (they powder you which seems to help).
Option B if you're getting in-growns is two-fold. 1) Use really warm water and soap or some other kind of foam (this seems to help clean out freshly shorn areas and keeps them from getting red/irritated) and 2) invest in a more expensive, quality razor. Half the in-grown/red bump problems tend to come from a not quite sharp enough/shitty razor, in my experience.
