A good rule change would be to allow physical retaliation for intentional fouls. Make it more like the NHL. The guys you would hack are usually big, so you'd have to decide if you wanted to risk getting decked in the face by someone like Shaq or Dwight.

Strategy is strategy.

Same reason any rule change is made. Because this is ruining the game. Goaltending was a valid strategy until they changed the rules to prevent it.
