Where can one find a "char"? that June guide says "under waterfall" but I've never seen one at either waterfall. Love to catch one before June is out and it's gone till next year.

They do appear eventually, I've only caught one and it's the only time I've ever seen a fish underneath the waterfall. Rest assured, they do appear under the waterfall.

If I select more space I'm assuming the second floor will expand right? What if I choose extra room? Will that give me a basement?

More room is extra rooms and more space is extending existing rooms I believe. Just click on it and Nook will explain further

you can have a north, east and west room that branch off from your main room in the house, as well as one upstairs room and one basement, they each have two size expansions available

You can choose for the extra room to be either a basement, a normal room on left side of main room, on the right side, or in the back
