It works on mine, but I've heard others say the same as you, so I don't know. Maybe try restarting the iPad and/or reinstalling.
It's still 30% barring some unannounced change. The main problem most publishers have is that the subscriber information is an opt-in thing rather than opt-out.
Yeah this was the difference, the Camera+ guys took it out while the Comic Reader Mobi guy deliberately left it in and tried to hide it from Apple (in a hilariously elaborate but extremely flawed plot).
I haven't tried MakeMKV for DVDs (I use it for BD ripping) so I'm not sure on that. I use Handbrake for DVDs but that only does decrypting on Macs (with VLC) afaik.
Note that the "digital copy" stuff on newer movies is protected and won't work with the various streaming apps, but you can stream over a LAN with iTunes Home Sharing. Of course if you're in the dorms you might have to deal with the network there and may run into problems.
Does their school use Blackboard for their online stuff by any chance? I haven't found a way to download the PDFs that display in line, although I can't say I've tried much since I just download everything on my computer and put it on Dropbox.
One other possibility if they use Blackboard is to try
the app (although the reviews aren't exactly promising).
