Well WWE's argument would be that with those two top matches, it's not a throwaway PPV.
Which in some ways they are right, the matches make the event more than the events make the matches, but at the same time they have no one but themselves to blame for devaluing their PPVs so that the audience thinks anything but the big 4 is throwaway.
If you liked her there, then you will love her.
She is way, way better than she was able to show in that first round match.

Great looking move. I'm not a huge fan of her look or gimmick, but she's decently okay in the ring.
I think it might be that Cena has limited dates coming up because of all his movie roles, so they probably want to do the match while they know they still can. That and they want to re-re-re-re-coronate Roman at WM, so beating Cena is part of that I guess.
You gotta be a special kinda horrible to get a whole push killed and a finish changed mid-match.
Royal Rumble and WrestleMania will sell out no matter what the main event is.

So what exactly is the difference between a C- PPV and an A+ PPV these days?
It's all on the network, it's the same $10 a month, their subscribers aren't going up when they put on a big show by any real substantial amount, and generally whatever increase they do accrue drops shortly afterwards.
WWE isn't a PPV business anymore, it's all the same shit. TV is what butters their bread.
