I don't think it comes down entirely to the re-use of assets. DMC4 is a pretty amazing looking game, but it also recycles levels, enemies and bosses like crazy. No doubt you can spend quite a bit more time tightening up the graphics on level 3 if it's also going to be levels 5 and 7.
You're right, though, there is a lot of variety in Bayonetta, which is great.
