Yeah I had the same problem. What worked though was selecting the family and friends option rather than selecting that it was a transaction. It won't say it till the check out page but after clicking the friends option it'll display something like, "Gift for *insert recipients email here*" and should go through as such.
At least that's how it worked for me.

I managed to get two today. The people are Target were baffled but very understanding. Easiest checkout ever for what it was.
GAF comes through yet again. Usually stuff like this is picked clean three or four days later but not this time, know one seems to know. Thanks for the heads up guys.
