as for hardware, I don't really care as long as it has a fast CPU, a decent GPU and a decent SSD.
I care more about how it would be managed in terms of quality control.
so, my dream console would do the following:
Free Online MP,
Homebrew Mode that starts a different environment where nothing can interfere with the normal mode (similar to Xbox dev mode but free and easy to use),
Controller with 3 shoulder buttons on each side, 2 bumpers, 1 trigger, similar to how 8bitdo and Razer do it, but useable by devs not just for rebinding existing buttons,
Gyro and accelerometer as well,
NOW FOR THE IMPORTANT ONES THAT NOONE WOULD NEVER HAVE THE GUTS TO ACTUALLY ENFORCE:
1: A zero tolerance policy that disallows games being patched before launch and for 4 weeks after launch... so from sending in the gold master to a month after launch, the game could not be touched by the devs unless they withdraw it and delay. why? so that publishers actually have to care about releasing a finished game! rushed a game out? well, too bad, now you're fucked for a month! have fun with your refund requests suckers!
2: A zero tolerance policy at making sure that retail games are fully functional on disc and playable offline. this works in tandem with the previous policy of course. no additional download is allowed to be required, and a GOTY edition and similar releases need to also have all the advertised content on disc, download codes are 100% banned from retail boxes.
3: Games are required to target 60fps at an internal resolution that is not allowed to fall below 1080p. additional 30fps modes are allowed, but the 60fps mode would go through a quality check during validation to check that the average performance doesn't go below 58fps on multiple 3min long gameplay samples taken from different points of the game at random, while also not being allowed to be below 50fps for more than 1 second at any point. the 60fps mode would also need to be the default in each game. anything above 60fps would of course be allowed as well, but also not at anything below 1080p.
for people who say this is too much to ask... no it isn't, VR games on closed platforms follow a similar standard already.
these last 3 would never happen as no company would have the balls to try it. they'd be scared to miss out on ports because publishers wouldn't play ball...
which is why it's a dream console that will never become reality...
well, unless there's another, this time worldwide, video game crash. maybe if that happened a company would try to establish some standards to make sure there's not too much trash flooding the market.
