In other Modern Warfares there seemed to be a decent choice, but now the only ones that seem worthwhile are Assassins/Dead silent/Blind eye.

Overall, I agree that Assassin will be used a lot. Blindeye will get use, but I think a lot less than Assassin.
For Tier 2:
Flak Jacket was a very viable alternative to Ghost in Blops. Blast Shield vs Assassin should be the same relationship.
I think a lot of people will pair Quickdraw with Sleight of Hand.
Hardline will probably be used more in public lobbies with beginning players, but some people just can't get enough of their Hardline.
Overkill is garbage. I wish they would've put a viable perk here instead. Would've been nice to have a new creative perk since many are just divided perks or retreads.
For Tier 1:
I don't think we'll get a good idea of how good Blindeye is until we get a better handle of how much crap is in the air in a given match. If a lot of players find themselves gravitating towards Support because it's easier to get the bigger streaks, then Blindeye might not have the same value as when it was paired with Cold-Blooded or Ghost Pro.
Hacker Pro was insanely good in Blops, but I know a lot of people still ran Marathon in Blops for their third perk. I think people will still use Extreme Conditioning as well.
Sleight of Hand will be used a lot. The benefits of Blindeye aren't immediately visible since it's determined by what you're not getting killed by. The benefits of SoH are immediate and many, many people ran with it in Blops. If they want the full benefits of Blops' version of SoH, then they have to give up both Blindeye and Assassin.
Scavenger is pretty good for run 'n' gunners, and the fact that it can now be paired with Assassin makes me think that we might see it used for Stealth SMG classes rather than Blindeye in some cases.
I'm interested in Recon, but I don't think it'll be game-changing. At least it's completely new.
For Tier 3:
This is the most interesting tier for me.
Dead Silence is great, but now it can be countered by SitRep. Also, both SitRep and Stalker give great situational awareness to the stealth player, so I'm not convinced Dead Silence will be the default choice.
Both SitRep and Stalker can potentially save the stealth player from Bouncing Betties or Claymores, which seems to be the last way to detect your otherwise stealthy entrance into a building.
I'm very curious to see if Steady Aim gets play. It seemed neglected in Blops because it was in the same tier as Sleight of Hand. If you were going to rush, you'd just use faster ADS AND faster reloading. Now, you can get better chances in a gunfight over situational awareness. Because there's few other gunfight perks in this slot (although Stalker lets you move faster in ADS), Steady Aim might get some play, even over Dead Silence.
Marksman is too specialized to factor into the breakdown.
