All that tells me Macedonia has played only one game (which they lost) and Latvia played 3 (which they all lost). They both played Slovakia, who beat Latvia 16-10 but beat Macedonia 16-1, so by that logic Latvia would be superior to Macedonia since they got more rounds versus Slovakia.
