I would classify these two as doomed and forgotten but not necessarily mascots. Adding new rodents to games seemed like last attempts to create Sonic contenders.

Imagine it's Christmas 1994 and you asked for a Sega Genesis and Sonic 3....then you end up getting an SNES (cool) and Rocky Rodent.
