Valve's system catapults smurfs up very very fast. People make smurfs, buy high level compendiums, hit level 13 in a handful of games and go into ranked with a 5k+ rating. That just goes to show how quickly the system ramps up smurfs, probably too quickly actually, but I guess it's better than the alternative (slow climb through piles of noobs).
