I'd say the opposite, actually. I think Goku only acts like a father during the tail end of the Cell Arc (with his training of Gohan and his goodbye to him) and throughout his return during the Buu Arc (with his interactions at the tournament with Goten and Gohan, to his teaching Goten fusion and his time with Gohan on Kai's planet). I mean, the whole Piccolo being Gohan's dad thing stems from the period of time that you're mentioning for a reason (Goku was never around).

She's kinda been the crazy old mom since the beginning of DBZ. I wish they'd move past it too, it was ok when selling the "I don't want Gohan to be a violent fighter like his father!" dynamic, but that's been done since Cell.

I never forget Gohan in GT.Lol at Gohan being the worst treated character. I'm sorry but he literally has only just gotten the first taste of Toriyama neglect with Super.
Unless you count GT I guess.

Dragonball was a mistake. Shut it all down.
Because it's nice to have 17 and Gohan after many years of not having 17 in Dragonball, with the last time it happened being the biggest embarrassment that could happen to a character with GT, and Gohan fans have been straight up abused with the direction they took Gohan prior to this arc.
For as little focus as Roshi, Piccolo, Tien, Krillin, and 18 have had, they've never suffered what Gohan and 17 have suffered. They needed the focus more than anyone else.

Who's to say Goku was actually with him the "entire" time, according to the Super manga he didn't even know he was born. For all we know he was training alone for 4 years and the day he introduced everyone to Gohan is the same day he met him. EDIT: As pointed out, he couldn't have met him just that day, so substitute that for any insignificant amount of time. My point was that it is an unknown, not necessarily 4 years.Goku was with Gohan the entire time for four years

I actually forgot about them training prior to the arrival of 19 & 20... (I had only remembered them training together for Cell). My bad on that.He then spend three years with Gohan training for the androids and another year in the time chamber.
Don't forget all the time between Cell's death and Goku's return, but I do suppose it's not as long as some, including myself, would think. What's the context of this though? Maybe Goku is playing dumb, maybe he has a sense of humor?
I think Goku being critical of Gohan in the manga might have come directly from Toriyama. The comment he makes about Gohan being a 'benkyou baka" and having lost his gi is in both anime and manga. It's just that the anime has him saying it with a smile while the manga shows him to be annoyed. But I don't think he'd be insulting him rather than just saying he loves studying if he wasn't meant to be annoyed.
We also know that Toriyama has gone far enough to change Kaioshin's attitude in the Zamasu arc to make him more composed and serious, rather than surprised all the time like in the Buu Saga and the anime, so I don't think he'd let something that big with Goku just pass by if it didn't fit with what he intended.
That said, it kind of seems like you're adding Goku's anime flaws to his manga ones. Aside from uncaring about family stuff, Goku in the Super manga hasn't been shown to be an idiot.

the old dbz anime had Goku being colder to Gohan than the manga in the Buu saga, where Gohan had gone weaker, and dbsuper seems to go along with that attitude, that Goku is more relaxed and understanding of Gohan
in the end, remember that Toyotaro is a fan, and thus his attitude towards a weaker Gohan reflects those of a fan. Toriyama seems to think Goku is a loving father. Goku being a shitty parent is all a fan interpretation
Gine had a gentle personality and wasnt cut out as a warrior, being repeatedly saved from danger by Bardock. At that time, a special emotion was born between them. Normally, Saiyans dont have much of a notion of romance or marriage, and apart from the royal family of Vegeta, they arent particular about blood-relationships.
Vegeta, whose pride had been deeply wounded, sought help from Bulma, and little by little, his ruthless personality changed. Nowadays, you certainly might be able to say that. On the other hand, Goku might not have a sense of family members like Gohan and Chi-Chi except as one of his companions.

To be fair, that was just people assuming from the preview footage. This one has actually been mentioned in an episode description.

I never said he was the worst treated character. That's based on a person's bias towards certain characters anyway. For a Goku fan, Goku could be the worst treated character. A lot of Z characters in Super have maintained the status quo, which is not the same for Gohan. He went from main cast status to a character that appeared one or twice an arc. Beerus destroyed him, Frieza humiliated him, Champa arc made it look like he doesn't care about the earth anymore, and the Future Trunks arc made him ignorant of what was going on with Future Trunks someone he hasn't seen in years. There's also the promise we had of him getting stronger, than took over 50 episodes to come into fruition.
Tien getting fucked over by Roshi, and Gohan, Goten and Trunks being ignored, Piccolo no longer fighting, none of these compare to that. Z started those things, Super continued it. Gohan was broken down, he went down as a character a lot. The closest to Gohan might be Gotenks who has also had it rough.
