No, Ai Ai is a scary player that reads players really well, but greatly benefits from how unknown the character is. Players were missing tons of punishes against Juri on Friday and it was clear they simply didn't know the matchup. I think Ai Ai is a great player, but Juri's not top tier and Ai Ai certainly hasn't proven otherwise this EVO (at least not yet - maybe there's something I'm missing and need to learn).

Has Momochi ever played Juri in tournament? If no, you have your answer (learning Juri matchup by learning Juri). If yes, then there are matchups where Juri is really great - because every character has bad matchups and counter-picking is a thing in SF4.

I agree with all your points except I think Juri is a very good character overall.. She is no Yun or Evil Ryu but I think she is upper tier..
