The scaling doesn't affect the stats of the enemies, but it does affect what types of enemies you can possibly face, along with some of their gear.
Dead Money and Old World Blues are both pretty hard regardless of your level, but are definitely meant for higher level characters simply because of skill checks. I wouldn't recommend doing either of them unless you're at least lvl15-20.
