Hmm, I remain skeptical but your argument is valid. I'll wait to see some testing.
She's pretty nuts. Let's look at her best attacks.
If you go SPR:
1000% ST 14 Hit (5Fr) Magic Attack w/ 100% of SPR as MAG
If you go ATK:
260% ST 7 Hit (10Fr) Physical Attack + 260% Each Use (Max: 2) or 780% at max.
Both of these are very strong chain attacks in terms of modifiers. In fact, they're top-tier chain attacks. Lunera, who is the strongest magic chainer off the top of my head, is 720% at 30 hits though it is AOE. On the physical attack side, 780% is higher than the enhanced trinity (Tidus, Orlandu, Eileen) without elemental imperils and imbues factored in.
Here's the crinkle though. While these attacks cannot activate twice with dual-wield, Lila can still do them twice a turn because she has a skill similar to S2 Sakura. In addition, the magic attack apparently works with elements and killers. While it means little to Dual-wielding, it's huge if you're SPR focused or if you intend on doing Doublehand with her.
If what I saw on reddit is correct about the magic attack gaining elemental properties. She'll potentially be able to do 3000% per turn in magic damage that also can chain with just a -50% Imperil. Even if she doesn't get that, she's doing 2000% in chainable magic damage per turn.
On the attack side, after getting her best physical attack to cap and applying Imperils, it goes to about 1170% per attack or 2340% in chaining damage per turn with a -50% Imperil. Now think about that when she's Doublehanding. Remember, she can do two attacks per turn even if she's built for Doublehand because of her skill. 2340% while DHing and that can chain.
So yeah, she's really powerful. However, she's more for veteran players with a lot of TMs that can support it where Sephiroth is strong and very friendly for newer players.
Lila also can remove stat buffs without removing stat debuffs and she has a AOE Stop attack. Yeah...
