Maybe because only his appearance changed, not his personality/arc. If Stella really was so different to Luna they probably thought it was better to make her a new character all together.

We don't really know, Tabata has said that a date is set and it will be announced later (Most likely TGS, Fall 2016).

#1 - Luna sitting at a table in Altissia
#2 - Luna as a kid getting attacked by a soldier
In both cases, she doesn't seem to be doing something out of her own free will. Instead, she's simply forced to react. Granted, these are merely two scenes and the actual context may be completely different, but she doesn't give off the best impression.

Well... what if before they showed us Stella's only two scenes where she is strong and in the rest of the game she actually wasn't? It's the same thing.
This whole judging by a few seconds is ridiculous. I mean, yeah, all we're doing is basically speculating anway but, man, are some here convinced that they know the characters for sure already.

Hey, everyone! YOU created this image of what Stella was based on some old trailers. You didn't know the script. You don't know what she was like. You don't know was going to happen in VersusXIII, or what is going to happen in the final game. Can you please come to grips with reality and realize Stella is your fan fiction Mary Sue character? She never was real, and never will be. Seriously, go write fan fiction about her, or move on with your lives. It's OVER.
