This was the deputy attorney general's decision. He seems like the type who was picked because they wanted to seem more bipartisan and was praised by Dems as well I think before he got the position. Trump & co. also tried to throw him under the bus for Comey's firing.
Someone with a better memory or access to info on his hiring can provide a more accurate assessment.
He probably adds all of his typos into the dictionary rather than using the correction offered.
Also, the man is like clockwork - WH puts out a statement in response to some new scandal element, early AM the Twitface in Chief tweets something that blows up that statement.
In this case the statement said they were pleased to have someone who could wrap up the investigation quickly, and now he's clearly complaining about it.
It was DAG Rosenstein that made the decision, and he seems like a competent guy himself.
If it had been up to Sessions, he would've likely not appointed anyone at all ever, or appoint a partisan hack. Sessions is a dick.

I imagine this move by Rosenstein more or less established that he isn't yes-man and is pissed off that WH tried to throw him under the bus. He gave zero warning to DOJ, Congress and WH about this play.
