Micro stutter fix finally found (for me anyways).

ridiculously dumb solution. Still can't believe this is what ends up working after 2 months of troubleshooting. Saw this random
post on steam forums nobody would actually take seriously, but I thought fuck it, why not?
These are the steps. Seriously. Simply play offline.
Just tried this a total of
6 (six) times to make sure it wasn't just a fluke btw.
Test 1: Ethernet connected. Random, frequent micro stutters w/ FRAPS showing slight drops from 60fps to 57-59fps simply driving around city in rain. Felt
very jarring even w/ G-sync.
Test 2: : Ethernet disconnected. Perfect, buttery smooth 60fps w/ FRAPS locked at 60. Same load point, driving in same exact location in rain.
Test 3: Re-connected ethernet. Stutter.
Test 4: Ethernet disconnected. Zero stutter.
Test 5: Re-connected ethernet connected. Stutter again.
Test 6: Ethernet disconnected. Zero. Fucking. Stutter.
This is w/ 353.12 hotfix drivers, i7 3770 (stock), 970 FTW+, 16GB RAM, SSD, max pre-rendered frames: 1, 144hz g-sync monitor w/ in-game refresh rate set to 60hz and refresh rate in Nvidia Control Panel set to "application controlled".
Someone please try this and report back.
