You said it sister... slow movement. Reach without AA's is slow slow slow... the maps with said default movement are even worse. There is a reason MLG switched very quickly from just increased movement speed to sprint as default... and it had everything to do with speed of play and how that relates to competitive game types. I use MLG as an example because it is a distillation of game play and one can better see the effects of changes in load out.
You may have missed the part about balanced load outs. In games where everyone has sprint, a longer cool down can ONLY slow the game. The same if everyone had jetpacks or evade.
In games where load outs are mixed with different available starting AA's it could be a more effective balancing agent and would certainly change the chess match of counteracting load outs.
