Ranked matches are like Halo's. Just make Halo 4 ranked WITH REAL NUMBER RANKS, and make that like matchmaking is now.

Then in Social, its drop in drop out.

People are going to quit no matter what systems you have in place. Social join in progress is the only real solution I see. And if you join a losing game, big fuckin deal, just quit and find a new match.

And removing the quit option never works. There's at least 3 work arounds: turning off the Xbox, dashboarding or signing out.
