I disagree, he wasn't weak, he took a decision to name his daughter the heir, and stood by that decision, nobody could stand against him and any of his decisions it shows thay he still hold power, he changed the hand, a strong one and went with that.

Either he should've just said no to remarriage after Aemma died and locked Rhaenyra in as his heir or he should've moved her out the way once he got more children from Alicent.
What he did do was ensure the odds of a succession crisis, as he's overturning millenia of tradition but giving those unhappy with said changes claimants to rally around.
No claimants no fuss.
I do understand that his throne was one or two deaths away from going to House Velaryon but you can't have it both ways.
