Turbo boost isn't the same as overclocking, normally only one or two of the cores will reach that boost clock under heavy load, while overclocking will bring all cores to the target clock, netting you bigger and more consistent performance gains.
Turbo boost suffices for some cpu heavy emulators in my case. For the rest I use a gtx 1080 at 1080 res, which makes cpu overclocking redundant at this point. Had a bad experience with overclocking that damaged the motherboard. Chipset support had dropped at this point and I had to be content with an inferior mb for years, till the next major upgrade
