Gotta love two completely conflicting statements from the same person back to back.
They don't necessarily conflict. Live service games could come day and date while the single player centric games (Astro Bot, Ghost of, Death Stranding 2 etc) stay locked as PlayStation exclusives.
If Jez is actually correct here (lol), that would align with my speculation that Sony will start to become more wary of PC releases once their competitors are vying for the PC-as-a-console space. Valve are making moves with Steam Machine and the next Xbox will follow by allowing Steam game installation.
PC ports on the side were fine for Sony up to a point, as they weren't intruding directly on their console business. But Sony are not going to want to continue to feed content which can theoretically be used to funnel people away from PlayStations in the living room (and its ecosystem).
