I've played on teams with 4 or 5 top tier heroes that lost to teams with all low tier heroes because their composition was more balanced/coherent.
Another thing is, some times a hero even a top tier one, has a counter pick. If you counter pick properly then it negates any "tier" advantage.
Tiers are good for showing the viability of heroes. Like right now there's no reason to ever pick someone like Jax over another melee champ. There are no real team compositions where his skills really put the team over the top or provide anything another champ doesn't bring to the table.
