It also looks like they're not concerned about printing small numbers of keyworded cards (like Ancestral Visions and Flusterstorm.) I remember this being their reasoning for keeping Noble Hierarch out of one of the recent MM sets (not wanting to have a single Exalted creature in a set.)
Scapeshift seems likely for "25" because it's THE iconic card for its individual set, much like Port and MM.Seems like Through the Breach and Scapeshift miss yet another set.

One of our rules is that we want to have at least three cards with a mechanic before we put them in a Masters set. Noble Hierarch has exalted, and because we just printed that in Modern Masters 2015, we avoided that mechanic and went with other cards. Some of the reason for it not appearing in this set is that exalted didn't make a lot of sense in the set as a mechanic because it doesn't line up very well with any of the other mechanics in the set. I assume if we end up putting infect in a Masters set, exalted will be a really good mechanic to overlap with it.

What happens if you lightning bolt a mutavault while it's a land? If it animates, is it destroyed due to lethal damage?

You won't be able to Bolt a land. "Any target" will mean "creature, player, or planeswalker" under the hood.

In the proposed future you will be able to Bolt your own 'Walker. Big rules changes often subtly alter card functionality.
