It can be empty at times, yes. I don't mind that much, though. In a way, it gives the world a more realistic feeling. I know most people will find the empty spaces useless, but in real life not every area is filled with Ubisoft collectibles, right? But from a gameplay perspective, I can understand having empty spaces feels useless.
Dumb question, do you need to collect all the XOF patches in the main mission to unlock the two Extra OPs? I ask this because the last time I played, I didn't collect a single patch, but ended the mission with 8/9 and can't find out what happened to the 9th one. Would playing on Hard reset all the patch locations?

Is it possible you got a old patch? This is all the patch added... so you should have it if you got the patch

it doesn't reset the patches on hard. Did you get the one onsnake himself? you have to roll around and then it will fall off of him.
A world doesn't need collectibles to be "Full". More like AI, civilians, wildlife, random events.

Yup, that fixed it.Just installed the PS4 update and it seems to have broken the game - it just stays in the loading screen and nothing happens.
Trying to delete the application data and see if that fixes it...

I'm gonna be legit bummed if there's nothing weird to find out in the middle of nowhere. Given how MGS has always rewarded players for poking around the edges it'll be a massive disappointment if that doesn't apply anymore.
