I prefer using a 2x2 where you place two buckets in opposite corners diagonally. I think it's going to happen. I agree that it is a logical way to implement the snow biome, buuut then you run into the problem of seeing snow way high above you when there's no ground for it to fall on, so it just... melts before it reaches you? HMMM.
