It makes sense. They don't need to do much to push people to their PC store and off Steam. It's a simple policy that only requires a little bit of money, some development of the store/implementation, and some time.

Maybe DX11 build of DS2 uses GFWL to allow crossplay with Xbone users and that is the primary reason for it not being a patch, since it'd use Neo GFWL for the online.
