Textures really aren't bad...
The color scheme I like (for the most part as the first few levels are rather dull looking) and the water is very cool (totally different approach from most others).
Now, low poly environments? You're simply wrong on that. That is where the game excels. HL2 doesn't even begin to compare on that front.

I've just finished Resistance (PAL) two days ago.
I'd understand when people say that the graphics in Resistance are dull or weak etc., when they've only seen some E3 footage or played the first couple of levels. Because the cities do look kinda boring, they look very grayish and brownish, lacks lighting etc..
The graphics do get better, that's because of the Chimeran architecture, it's looks more interesting than your average city warzone, there's more and better lighting (I like the blue lighting!), it's shinier and even more polygons are pushed in those levels. But imo, the graphics never gets to a point where it's OMG amazing.
This is mostly due to the fact that Insomniac never really pushes the use of shader effects, like there's no selfshadowing and or shadowmaps, minimal use of bloom, HDR, bumpmapping/normalmaps and glossmaps. Most of the walls and ground uses flat textures, but once in a while bumpmapping is used.
The weird thing is all the stairs looks so damn good, because of the highres textures and glossmap.
In short, the effects used are very, very inconsistent, like the shadows, in some levels, everything, literally everyhting, from chairs to tables to little wires to the tubes above you casts shadows when you turn on the flashlight, but in other levels they don't.
OTOH, the characters, chimerans etc looks very nice due to the use of normalmaps.
But it's really the environment that's lacking effects.
If Insomniac uses more shader effects, more blur, more bloom, more HDR in the next Resistance, it's definitely gonna wow people.
But the most important thing is, Resistance is a fun game, online rocks!
