Question: did it really matter that the last pope was conservative? I mean, he wasn't pope long enough to influence generations like John Paul was.
He didn't tow that line though, he was completely against all those things; if you have a "toe-the line" conception of his papacy, then you're just misinformed.

Each Diocese actually has a wide range of independence when it comes to operation.
Also, you're conflating the issue regarding the Cardinals' letter. The Catholic Church is all for Universal Healthcare. They. Love. That. Shit. What they weren't down with was the government sanctioning of contraceptives and abortion. They didn't want "Catholic" (QFE) hospitals being forced to, in their eyes, commit murder.
