If I was intent on creating a game that will have a handheld and console version that will play the same and look more or less the same, I would develop for the handheld first, get it to a level where everything looks nice and plays nice, then just upscale it for the console version.
If Sakurai and friends take that approach for Smash 4, whatever game we end up with won't be reach the full potential of a Smash game that was developed just for the WiiU.
