It's always hard to know if the problem is development or talent. You look at a team like NE and their line coach, or the Texans with Vrabel, and you can see how good coaching can turn around players that had previously disappointed
Yes. Just don't expect a one year turn around. Colts have deep issues.
Right now I would focus on the o line and protect Luck. Of course that means the defense will still be non existent
