I found him in the building at the back of the compound, and managed to tranq and extract him. But then I got killed trying to escape the area so I gave up replaying the mission.
Try grabbing and then interrogating a solider to find out his location.

I was playing splatoon again yesterday for the first time in months, but the two map limit and being forced to back out after every game to change gear (still...I thought they changed that shit) turned me off of it again. I think im like level 16, and im probably done unless they patch in a lot of improvements to the setup

it's still a rebuild. it's just they're trying to rebuild more efficiently than, say, Edmonton or Buffalo. you don't need a multi-year tank to rebuild if you're smart.

outside of seemingly Phaneuf (sigh) I don't think any of the core veterans are part of the plan for when the team is expected to contend
