Tey skipped the "normal" March Wii U direct; now they announce two western 3ds-only Directs and a misterious Japanese Luigi's Direct.
is it possible that they talk about Luigi U just in the JP Direct, without any dates for the (in)famous Q1-Q2 titles (Wario in the West, Fit, Pikmin and W101 worldwide)

Not quite. In February, the west had a Nintendo 3DS Direct while Japan had the Luigi Special. They had pretty much identical content, with the western ones having additions for localisation news

True. And I agree on that with games like Mario Bros, but the Oracle games had some sort of save file transferring thing that needed to be recoded for the 3DS release.
