Yeah, thats gonna be a really hard sell to the consumer base. Starting up a new generation is not going to fix MS' biggest problem - the lack of audience diversity on their platform, and the lack of WW market appeal of the Xbox brand. They need to fix these two things, and neither of these have to do with the console & the hardware it contains, and everything to do with marketing & PR.
Guess MS will be the judge of that.
And concerning all the malice Greenberg gets right now, I, too, thought that QB had the potential to become a great new IP, both review- and sales-wise. I was wrong.

I think that was one of the conditions for signing with MS -- IP ownership.
I'd be curious to know if Sunset Overdrive 2 (if its being made) will be multiplatform and IG got a new publisher.
Insomniac needs to try putting SO on ps4 to see how the audience there resonates, maybe xbox was not the right audience. I'm not port begging.

Generally in today's market, you need to be releasing best in class software, or notably unique software, and Quantum Break is neither of those.
It also helps to be in tune with where the market is, or where it's heading, and your value proposition is going to be scrutinized pretty heavily.
I feel the core difference between Ratchet and Quantum Break is that Ratchet is one of the only high quality 3D platformers we've got in ages and it was being sold at an affordable price.
Quantum Break is one of quite a few cinematic shooters - following a sea of them last generation - it's not a great value proposition for $60, and it's not a 90+ Metacritic genre titan like Uncharted 4, which is coming out only a month or so later.
First parties tend to be some of the last Western publishers to let go of smaller projects like this, so I'm not surprised that Microsoft has a lot of low performing entries this generation. Similarly, Infamous, Killzone, Knack, and The Order weren't exactly blowing the roof off the industry, and Nintendo has had a variety of misses as well.

Well, then, I'm sure you're aware that the 23% decrease is in revenue and not units? It shouldn't be surprising at all, the big two are selling for less than they were last year. Also, last gen hardware sales are continuing to decline. Yes, the XB1 has been down YoY so far, except for March, but the PS4 has been up YoY or at least, flat. I don't see why we should be concerned. Furthermore, April is a very slow month for sales and if previous months told us anything, it's that this gen, sales are getting increasingly diverted to the holiday season.

It didn't work okay though. The PS3 outsold the 360 WW (by a razor thin margin) specifically because of the non-US market. In the US, the 360 enjoys a what, 10million or more lead over the PS3? That got made up for thanks to the international markets.
We are seeing the same affect between the PS4 & X1. Even if both consoles were sold dead even in the US, the WW sales are what put Sony at a 2:1 lead over the X1. Unless Sony has a huge blunder again where they price themselves out of the competition or show up a year late, two mistakes they actually recovered from in the same generation they were made, then MS never has a chance on the WW scale. And unless MS begins to try & address that, nothing is gonna change.
