It is just an alt costume though not her default look so they can go a bit more out there with what the characters have for costumes. This isn't going to be the only alt Laura is going to get in the lifetime of the game.
It also doesn't make sense to have Zangief wrestling while wearing a Scuba suit but that's what they did in sf4.
