I don't know about you but when I go to the beach and there is a girl in a bikini, I don't grab my camera and zoom in to an extreme closeup of her vagina and then slowly pan up to her breasts.
But that's just me.

Also somewhat related, street fighter is a fighting game, it's not actually a trip to the beach. They are different things.
Those girls at the beach, they have actual brains in their heads and autonomy... They dress themselves. They can present themselves however they like. Laura from street fighter in the other hand does not have a brain. She does not have autonomous thoughts. She didn't dress herself. She's an animated computer model designed to give teenagers boners and sell video games from inducing hormone release from supernormal stimuli.

Real girls and computer graphic models are actually different things. If you think about it, you're actually being turned on by a Japanese salaryman in an office and what he thinks will induce the most boners in a demographic.

If we're gonna be talk about what a FIGHTER should or shouldn't be wearing in a fight, then the entire cast of SFV, except for Ken, Ryu, & Zangief are the only ones that are dressed fight appropriate, nevermind what the entirety of characters in other fighting games wear, except for fighting games modeled after real life fight sports ofc.

I've been to beaches & coastal city areas on several different parts of both North & South America, and can attest that what Laura is wearing is not uncommon (except for that super-high thong. It isn't 2003.), especially when you consider she is wearing other pieces of fashion that is popular in Brazil (those shoes!). The developers, or rather the singular artist who likely designed this outfit, probably intended to capture the essence of typical Brazilian coastal city/beach wear, as it would be fitting for a Brazilian character, especially Laura.

I have seen conversations at other studios that pretty much go that way, almost word for word. I am often alarmed by how often something incredibly racist or sexist gets all the way to publishing without anyone at the table putting their hands up and saying, "hold on a minute guys, we may have to rethink this."

The only people that I saw women clearly without a bra was old ladies that didn't gave a fuck for appearances and were using long pajama like shirts, not "hot young ladies" and other people that would fit Laura's type.

I mentioned pancadão because she is from Rio, so a "funk carioca" style would be what they are for ...but even if you google search "proibidão funk" you don't see any underboob.
