Musou is literally the only action genre that an OPM game could sort of work with, and even then there's no challenge unless there's a time limit where Saitama needs to rush to the next grocery sale or something.

Only other option is make other characters playable, but it's not exactly the best marketing move to make a game and not give the popular titular character a controllable role.

I wouldn't read too much into that but Japan is pretty conservative in general. Not the same kind of conservative as the US though.

I'd say it's 50/50, myself. Hard question to answer, though, as the action itself is usually infused with humor.

Seirously metal bat is no different than the millions of thugs with pompadours in anime. Except he carries a signature bat. Outside of Yu Yu Hakusho I don't think many thugs become powerful enough to be prominent in action series.
