Japper is the verb Barking in french. I never heard anybody say Jappe Jappe in Quebec. So yeah. It would be like saying Bark Bark.

For Dutch 'blaf' is 'bark'. 'Woef' would be the correct translation for 'woof'.
You'd use it in a sentence like "The dog is barking" -> "De hond is aan het blaffen"

Well at least the Dutch one is wrong. "blaf" is dutch for "bark". It's the act of woofing.
