Check the drive you're downloading it to for errrors. Sounds like it's not able to write the files for some reason, and a drive error may be a reason why the files were corrupted in the first place.
I just rebooted my machine after doing a chkdsk.exe.
It ran a bunch of correction and restoring stuff.
Launched PoE, which took some time to update/install a bunch of stuff.
Looks like I'm back in business.
