The obvious answer is, the pro has a different underlying structure than the slim, which therefore requires different mounting points.

It's definitely intentional, Sony know what they are doing. Because anyone who is willing to upgrade/fork out for a Pro is willing to pay again for custom plates. It's more revenue for people to double dip. Any old school gamer who has known Sony for the last 30 years knows this how Sony operates.there is absolutely no way that they couldn't have planned for that beforehand. these plastic hooks aren't gigantic elements that would make it impossible to arrange them in a way that makes both system support the same ones.
and looking at the comparison images, the mounting hooks aren't even that far off from eachother.

Majority of ppl who have the money to buy or upgrade to a Pro is more of an enthusiast / hardcore console gamer and will most likely pay for plates. Just because you don't have interest, doesn't mean ppl don't buy the plates. Doubt it. I've never even seen them for sale in EU. Only third party branded ones and they are much cheaper. So unless Sony somehow is deliberately changing the layout to provide third party businesses more revenue from the few that bought plates for the PS5 slim and even fewer of those that will be buying a Pro. There has to be more to it than what is obvious here. If the shape/size of the plates is exactly the same, it does not make sense that they would simply change the mounting teeth. Perhaps the difference isn't on the plates itself, instead it is on the hardware itself, the shape of the case that the plates attach to is slightly different than the Slim so the mounting teeth needed to be in different locations.There's no "eye" that allows you to see the mounting teeth locations when the plate is mounted on the console. The top plates are the same size, only the mounting teeth locations are different so it was not unreasonable to assume they would be compatible.

Sony aren't the only one that require a login though.They almost killed Helldivers by trying to force PSN requirements after people had already bought it, which would've also bricked the game for people who didn't live in countries with PSN.
